Portland's budget finally lands, and it landed hard
Portland finally has a budget, and nobody's happy about it. City Council passed the $8.5 billion plan Wednesday night, 9-2, closing a $170 million shortfall that costs the city roughly 140 jobs, with 99 people laid off in August. The cuts hit shelters, an unarmed police response program, and staffing across nearly every bureau. Councilors clawed back a little, like a St. Johns fire engine and some Street Response funding, but five progressive members are already plotting an ordinance to undo more of it. Council President Jamie Dunphy abstained, since his spouse works for a city-funded nonprofit, and even supporters called it "not even a good budget." The budget takes effect July 1. OPB
South Tabor attacker gets 22 years
A Multnomah County judge sentenced Judson Defir, 43, to 22 years Thursday for attacks in South Tabor back in March. Defir broke into a home calling out "Honey, I'm here," then confronted a woman holding her baby, attempting to rape her while her toddler screamed nearby. He's also accused of touching a woman inappropriately at a nearby church and grabbing two more on the street that morning. Defir changed his plea to guilty on one charge, no contest on the rest, telling the court he was high on meth and barely remembers the attacks. He must register as a sex offender for life. KPTV
A grandfather's stained glass, gone
Someone broke into GrindHouse Coffee in North Portland over the weekend and pried three stained glass pieces off the wall, made by owner Amanda Horne's late grandfather, who helped her build the shop 17 years ago. "He's not able to make me any more pieces," she said. Police say they're stretched thin and have to prioritize bigger threats, which Horne understands but doesn't love hearing as a small business owner who's dealt with plenty of break-ins already, including vandalism that forced her to install gates. She's hoping someone spots the pieces before they vanish for good. KPTV

On June 19, 1865, Union troops freed the last enslaved people in Texas. Portland's celebrated Juneteenth since 1945, when shipyard worker Clara Peoples brought the tradition north.
