In-N-Out Is Coming. Eventually. Probably.
Portland has waited a long time for its first In-N-Out, and the wait is continuing — but not forever. The California burger chain has a development application pending with the city for a drive-through location at NE Airport Way and Holman Street, just off I-205 near PDX. City planners are reviewing details on pedestrian connections, easements, and tree code — an updated filing is due mid-May. Once permits clear, the company says construction typically takes nine months. The airport location would be Portland's first; In-N-Out is also pursuing spots in Gresham, Vancouver, and unincorporated Washington County, where a Hillsboro location is already under construction with a potential summer opening. Man Bear-Sprays Woman and Dog in North Portland Elevator
A North Portland man was arrested April 28 after allegedly bear-spraying a woman and her dog in the elevator of their apartment complex at 7690 N. Interstate Ave. Court documents say the incident happened December 15, 2025 — the man told the woman to stay off because he's afraid of dogs. She got on anyway, moved to the far corner. He pulled out bear spray and discharged it at her and the animal. Surveillance footage showed the dog on a tight leash and calm. The woman's arms turned bright red. Multiple residents and responding officers were also sickened by fumes lingering in the elevator. The suspect faces assault and animal abuse charges. KATU
Richmond Elementary Principal on Leave — and Nobody's Saying Why
Richmond Elementary School principal Stacy Eto-Tharp has been placed on indefinite leave, Portland Public Schools announced last Thursday in an email to families. No reason has been given. Neither the initial message from chief of schools Isaac Cardona nor a follow-up from Superintendent Kimberlee Armstrong explained the circumstances. Eto-Tharp declined to comment; PPS says it cannot share more. The Richmond PTA pushed back in a letter to district leadership, saying the silence was eroding community trust — and that the difference between a personal leave and a district-initiated action matters. Eto-Tharp had been seen as a stabilizing force after years of principal churn at the school, which runs a Japanese language immersion program.
