Portland's about to lose half of I-5 for a month

Starting Sept. 11, all southbound I-5 lanes between I-405 and I-84 shut down for up to five weeks, straight through the Rose Quarter. About 120,000 drivers use that stretch daily, including nearly 11,700 trucks hauling upward of $100 million in goods, so expect commutes to run two to three times longer and traffic to back up into Washington. The closure clears the way for the first phase of the $2 billion I-5 Rose Quarter project: stormwater work, bridge repairs near I-84, and a longer southbound lane toward the Morrison Bridge. Portland City Council opens up the checkbook for the Blazers

On an 8-4 vote Wednesday, City Council approved a term sheet pledging up to $120 million toward Moda Center renovations, plus $275 million over 20 years for ongoing upkeep, part of a roughly $600 million package that also includes $365 million from the state and $101.6 million from Multnomah County. In exchange, the city wants Rip City Management to pay more than $6 million a year in rent and tax-offset payments, escalating annually, and a commitment to keep the Blazers playing every home game at Moda Center. Owner Tom Dundon has said he won't put in his own money. Portland Tribune

NW Portland standoff ends with one very good, very hurt-feelings dog

Wednesday afternoon got tense in Northwest Portland when police spotted Joshua Kuras, 33, a suspect in an earlier menacing and vandalism case, near 16th and Northrup. Kuras ran with a large blade in hand, holed up in a vacant apartment near 18th and Overton, and the neighborhood got a shelter-in-place order for about three hours. When officers moved in, Kuras allegedly hit police K9 Harcos with a metal pipe. Harcos is fine. Police used drones, a robot, and pepper spray to end it by 4:44 p.m. without gunfire. Kuras faces eight charges, including menacing and burglary. Portland Tribune
